 Description

Under the direction of the Supervisor, Security Systems, the Coordinator, Key and Access Control is responsible for the day to day operations of all City of Brampton keys, overseeing the development, implementation, administration, and maintenance of cohesive and adaptable mechanical and electronic access control strategies and systems City-wide. This includes, but is not limited to: keys, key software, high security cylinders, access cards, access programming, audits, reconciliation, various reports and basic system programming.

The incumbent will consult with internal departments and external suppliers to ensure; effective security locking controls are applied, key management is maintained, and customer service is met throughout the city. Creating and storing Security system back-ups.

Additional responsibilities will include; conducting audits and investigations into non-compliance by City Staff and contractors, traveling to room destinations and city facilities when needed, working closely with other departments to coordinate key and card access projects as required, data input is a major component of this positions as well as accuracy and precision are extremely important for maintaining city records. Other duties as assigned may be required.

 

 Responsibilities

Physical Key Control

  • Coordinate and process key requests for the issuance, control and management of keys ensuring requests are complete, authorized, and filed.
  • Routinely audit key inventories to verify that all keys are accounted for and are in the possession of correct owner(s).
  • Ensure key requests are for genuine reasons and not for convenience.
  • Collect and securely store/dispose of keys and cores that are no longer required by the user(s).
  • Reviews plans for new construction projects with stakeholder representatives to ensure that necessary access control systems and equipment are properly specified and installed.
  • Assists in the development of practical, workable, and cost-efficient access security policies for the City; serves as technical liaison to Security policy makers.
  • Make sure keys that have no assigned owner (Shift keys, maintenance keys) are securely stored and signed out by users as per city policy.
  • Program and maintain electronic key boxes at city facilities.


ID and Access Card Processing

  • Maintaining keyway bitting charts/database (i.e. key design software)
  • Maintain System Structure (Grand master, building master, mechanical master etc.)
  • Work with facilities, Building Design and Construction to plan key systems designs for new and modified spaces
  • Maintain database of key blank serial numbers
  • Maintain inventory of key blanks, and cores
  • Maintain database of lost and destroyed keys and cores


Security Systems Back Ups and Archiving

  • Implement and adhere to industry best practices and standards for the collection, storage, management and processing of all records created by Security Services which includes confidential incident review material that may contain private information regarding City staff and or City contractors
  • Completing backups of Security Services system
  • Maintaining and delivering Back-up kits to storage locations
  • Testing back-up media (hard drives)


Audit and Investigations

  • Develop and implement an ongoing audit program to reconcile and audit keys throughout the City for compliance of the key and access control processes and policies
  • Conduct investigations in collaboration with business unit supervisors and manager for non-compliance by City staff or contractors.
  • Review and analyze confidential requests for key and access card history related to staff investigations (union and non-union)
  • Designated point of contact for the collection of keys and disabling access card as required when an employee’s exits the City
 Qualifications
  • Post secondary education in law / security
  • 3-5 related experience working in security
  • Experience with programming access control systems (RBH AxiomV preferred)
  • Experience working in/with public sector
  • Experience with electronic key systems (Morse Key Watcher preferred)
  • Experience auditing of keys and access cards
  • Driver’s License “G” class is required.
  • Comprehensive knowledge of keying systems and protocols
  • Ability to monitor and/or maintain quality control standards
  • Knowledge of master key systems:
    • Design
    • Bitting
    • Structure
  • Skill in the use of computers, preferably in a PC, Windows-based operating environment
  • Ability to plan, implement, manage, and control electronic key card systems
  • Analytical, evaluative, and critical thinking skills
  • Project Management experience and methodology; ability to stay organized and schedule inspections and testing at many sites
  • Ability to resolve customer complaints and concerns
  • Conduct key and access card audits
  • Ability to identify and resolve problems effectively demonstrating understanding, flexibility, good judgement, tact and diplomacy
  • Demonstrated ability to coordinate multiple tasks with conflicting priorities under pressure of deadlines


 Salary

HIRING SALARY RANGE: $61,616.00 - $69,318.00 ANNUALLY
