Atlantic Chapter President's Message 2012

Hello CANASA Atlantic Chapter Members,

As the new Atlantic Chapter President, I wanted to take this opportunity to share a few personal thoughts along with some information for your use going forward.

First of all, I would like to thank the volunteers for their time and for being involved! We have a dynamic group of enthusiastic volunteers working for a great organization with the shared goal and purpose of making this industry better for all of us. We look forward to representing the best interests of all our members in Atlantic Canada and continuing to contribute to national issues through our National Board of Directors.

I encourage you to contact the Atlantic Chapter Board of Directors or me directly if you have comments, questions or issues that you would like to bring forward. We meet as a Board 6-8 times per year as well as hosting an annual trade show and golf tournament. Your input is valuable and very much appreciated!

This year we are planning several member meetings to provide opportunities for you to network with other members and to stay informed on Industry news and events.

Notification of the new RCMP alarm response policy in Nova Scotia
Single contact and audible alarms must be verified starting June 15

The new policy
Effective June 15, 2011, in Nova Scotia, alarm dispatches to the RCMP from single contact or audible alarms must be verified for the RCMP to respond. The RCMP will not respond to unverified alarms. This "verified response" policy will be in place for the areas of primary RCMP jurisdiction in Nova Scotia.

Verification requires that an alarm company or alarm owner (including key holder, contact person, guard, witness or electronic confirmation such as, video or audio verification) must confirm that there is an unwanted intrusion and the alarm is valid before a dispatch can be placed.

After the alarm is verified, alarm companies should dispatch Nova Scotia RCMP, noting a "verified alarm dispatch". The policy also deems a multi-zone alarm or a glass breakage alarm as a "verified alarm".

The policy does not apply to hold-up alarms, panic alarms, duress alarms, and medical alarms.

Some areas, including the Halifax Municipality and Colchester, which have an alarm by-law, will have their existing by-law remain in effect.

Expected results
This new policy is expected to significantly reduce the number of calls to the RCMP. Other divisions that have implemented an alarm response policy, such as "E" Division (British Columbia) have seen a more than 70 per cent reduction in false alarm calls.

Background
In 2009/2010, the RCMP began to explore the call management of false alarms.

  • In 2009 and 2010, 8 per cent of calls for service in Nova Scotia RCMP areas were deemed false
  • In 2009 and 2010, Nova Scotia RCMP spent more than 12,000 hours responding to false alarm calls each year
  • In 2010, a project team was created to identify an alarm response policy. Research resulted in the premise that the majority of false alarms are residential, single contact, and preventable
  • After a series of consultations with industry, police forces, and community leaders was completed, the RCMP has decided to move forward the implementation of the policy on June 15.
