New Security Services Requirements Coming in 2010
As part of the plan for safe and secure communities, the Alberta Solicitor General and Public Security government is launching a new private security program in the Spring of 2010. The new Security Services and Investigators Act (SSIA) and will change the rules and legislated requirements governing this dynamic industryin the Spring 2010. The Security Services and Investigators Act (SSIA) will replace the Private Investigators and Security Guards Act. As a result of the new legislation, bBusinesses, in-house security departments and individuals providing services in the following areas will require a license:- Security Services
- Investigators
- Executive Protection
- Loss Prevention
- Patrol Dog Services
- Locksmiths
- Alarm Responders
- Automotive Lock Bypass Services
The SSIA covers a broader spectrum of service providers, including licensing both contract businesses and in-house security services departments. Alarm installers and companies solely providing monitoring services, however, are exempt from the legislation at this time. The new program is administered by Alberta Solicitor General and Public Security and establishes higher standards for the industry, including a code of conduct and mandatory training requirements. Mandatory training requirements will come into effect in Spring 2011. New standards are also being implemented for the types of equipment that can be used, as well as guidelines and policies on the use of equipment.
One of the most significant changes is that iIndividuals licensees will now be able to apply for and manage their own licenses. This replaces the former system where employers were responsible for licensing their employees. The new rules - not their employers - allowing for greater flexibility for employees and the ability allow them to change jobs more easily.
For the first time, locksmiths will be required to hold more than just a pick license in Alberta. Locksmiths will be required to meet the full requirements of the legislation new Act, and a journeyman certificate will be required for all new licensees starting in 2011. Electricians and technicians installing electronic locking systems will be exempt from the legislation initially but may be included at a later date.
